The facility operates under joint management of two companies: AKTOR A.T.E. and BOAK SDIT (a joint venture). It functions as a shared quality control laboratory for two major highway construction projects transforming Crete's northern transportation infrastructure.

- Northern Road Axis project from Chersonisos to Neapoli, which includes study, construction, financing, operation and maintenance under a Special Public Private Partnership Agreement (SDIT)
